Professional Qualifications

Education and Qualifications:

Graduated with a bachelor's degree from The University of Hong Kong, later received a government legal scholarship to pursue further studies in the UK.

Holds solicitor qualification from the Supreme Court of England and Wales, Master of Laws degree from the London School of Economics and Political Science (specializing in intellectual property, civil litigation, maritime and shipping insurance), and barrister qualification from the High Court of Australia.

Has pursued advanced studies at top institutions such as Tsinghua University and Harvard Kennedy School of Government.

Professional Experience:

Joined the Hong Kong Department of Justice in 1986, serving successively as Senior Crown Counsel, Assistant Director of Public Prosecutions, and Deputy Principal Crown Counsel, handling legal affairs related to the handover.

Promoted to Principal Government Counsel in 1997, overseeing human rights, Basic Law, and legal affairs between Hong Kong and the Mainland, become the first Deputy Director of Public Prosecution.

From 2007 to 2012, stationed as a directorate officer at the Hong Kong Economic and Trade Offices in Brussels and Berlin, and served as Director of the Berlin Office.

From 2015 to 2020, served as the Privacy Commissioner for Personal Data in Hong Kong, promoting data protection and privacy compliance.

Currently a practicing barrister in private practice, specializing in human rights, professional conduct, financial and data regulation, and commercial disputes.

Social Positions:

Currently Chairman of the Independent Review Committee of the Hong Kong Institute of Big Data Governance, Advisor to the Hong Kong Genome Institute.

Also serves as Invited Professor at the Law School of Beijing Normal University, Big Data Expert at the Greater Bay Area International Information Technology Association, among other positions.
